I guess because the first 5 champions was a pretty popular level (any level that involves a dwarven hero and swarms of thralls is always good :)) so Bungie decided to add another level like it in Myth 2. In game terms, however the 5 champions from Myth TFL came about probably because they needed a more covert approuch to rescuing Alric. After all, if the light sent an army then whats stopping the dark from simply killing alric? The second one, I guess is because they felt that the Decievers plan, with Phelot and all would probably be the best aprouch to taking down Shiver and if they simply attacked her outright she might flee. I guess the light felt she would want to face the Deciever.
