Not really. While I admit it's ambiguous, in that Balor is placed under the heading "The Fallen Lords" and it says "Of the seven original Fallen Lords...", also note that the other Fallen are listed under the separate heading "Pawns or Partners", a section which begins "Balor made each of his SIX Fallen Lords into lieutenants..." To put it another way, there are six Fallen Lords, but when spoken of as a group, eg. "the Fallen ravaging the land", it is generally referring to Balor, the six Fallen and all their forces.

Two things. 1) The Fallen Lords are MEANT to be mysterious! You can't just give them all in depth biographies! 2) GURPS Myth is a sourcebook for an RPG. As an RPG, it is good that some things are left uncertain, so that they can fit in as well as possible with whatever the GM has planned.
