She couldn't. She shouldn't even be alive/awake. Ravanna is described as an ancient evil, the Voiceless one, who was cast into Eternal Sleep. Culwyeh is described as an ancient evil who first fielded wights. Myrdred called the resurrected Shiver in M2 "Ravanna", and suggests that Ravanna reincarnated as Shiver after being cast into the Eternal Sleep, so she was on her second and third lives in TFL and M2.
