According to GURPS, the Heron Guards who survived to become Jmen were from a veteran unit, so they're more skilled than the average Guard. However, as you say, they probably became a little rusty after 100 years of inaction. The Myth II Guards aren't any better in battle than the average Zerk, and that doesn't really make sense, given that they're already some of the land's greatest fighters when they're first recruited into the guard. After millennia of practice they ought to be near hero status, no? GURPS supports this--it says that rookie Guards generally have the stats of the Myth II Herons while veterans of a few centuries or more may be much more effective.
So I'd say that back in the Wolf Age, the average newbie Guard was of the 3-pointer type we see in-game, while the older Guards went all the way up to Heron Guard Hero level or higher. In Myth II, we saw veteran Guards who were out of practice and were fighting like rookies; given a year or so to hone their skills, most of them should be up to near-hero status.
