That's a part of the deal and the only reason why Wyrd would agree to it. However, Nyx enjoys building it up only to make it crash utterly down, as she was supposed to do when she became evil again and it was her turn to destroy the world as Balor, but Wyrd broke the Cycle at a time before peace and the world were totally destroyed, keeping it stronger than before, hence the rebuilding of the cities and such.
