Something you have to consider is that in The Great War, Balor was fighting against NINE Avatara, seasoned troops, and also against squabbles among his own generals. The Light forces started fighting in 2463 A.E. and fought until the 'Great Beheading' in 2481, a war that lasted 18 years. In that time, Balor and his forces managed to kill eight Avatara, countless Light forces from 6 different races (Cath Bruig, Berserks, Dwarves, Fir'Bolg, Forest Giants, and the supposed Skrael), as well as many of their own forces (Watcher and Deceiver rivalry). Oh, and don't forget the virtual civil war that the light had over The HEAD.
Soulblighter, on the other hand, fought against only two Avatara. He also fought against troops that had been softened by 60 years of peace. Also against a population that couldn't have been what it was during the first Great War, and he only lasted for less than a year (August 2540 to April 2541). Soulblighter also prepared for 60 years, and had enlisted the help of even more races (Myrks, Mauls), undead (Mahirs), and even Human forces (Baron Kildaer with his {Magical} Stygian Knights, and Brigands). And not only did the Human forces he enlisted help him fight, they also helped him with the harvesting of undead.
Personally, I think that Balor is the winner here. Just my opinion though.
