Where has he lied, aside for Alric not believing he was an avatara of Connacht? (And possibly the armor in the desert, but I think Balor just got to it before Alric could). He told how to defeat Shiver - and it worked. He told where to get the Codex - and they found it (though the Watcher was there too). He presumably told where to find the Watcher's arm ("I have no idea how the arm got to Silvermines, or how the Nine knew where to look for it, but I'll bet the Head told them"), and whadda you know, there it was (though the Deceiver was looking for it, and with the Watcher on our tail, we lead them right together). And where do you suppose the Light got the idea that the Dark figured out how to use World Knots (and thus the mission "Force Ten From Stoneheim")? I'll bet the Head told them. All of these things turned out to be true. The only potential lies we have are the armor in the desert, and that he was one of Connacht's lieutenants.
Though I do see potential alterior motives, I think that he must be telling at least a partial truth about being one of Connacht's lietenants because if he wasn't, and since it hasn't been disproven in the game, then you've just got a useless statement hanging there, which is a no-no in story writing (and I doubt Bungie would do that).
