It seems to be a regular Bungie practice, as TFL contained
quite a few unused sequences (myrmidon's block & walk spring
to mind) and unused units too, like mahir & dirigible.

No, "build plugin file" will build plugins. If you've
got mesh tags in your local folder then the plugin will
contain maps, otherwise it'll simply make changes to units
or whatever else you've altered.
