No it wasn't. Bahl'al searched for it, but never found it. All undead are made with more mundane magics, it's how Balor and Soulblighter and the Watcher and probably Shiver and Myrdred, as well as assorted lackies, can all raise the dead. Apparently it was a big secret of Balor's, according to the Myth II manual, which Soulblighter recently learned and taught others, but the Watcher surely knew how to as well, long before Balor was even Connacht.
