I think its the same principle used in Escape Velocity, you have money to spend on Torpedoes, but you never pay your crew, eat, or pay for maintenace on your ship...
ahh if only games could be 100% realistic (then I guess we wouldn't buy them, because they wouldn't be fanciful enough)
