This isn't my belief, but Mazzarin wouldn't have had to be THAT powerful to be considered the most powerful mage ever. History has a tendency of exaggerating the deeds of many people. Alexander the Great, General McArthur spring to mind. He may have been powerful, but survivors of the time would have glorified his actions further. Remember, not my opinion, just an observation.
