: b). It was 'written' in his fate that he would meet him.
But in the journal entry for The Summoner it says "By all accounts, Soulblighter butchered the entire population of Strand looking for The Summoner. How he knew where to look for him, or even how, is unclear. It is obvious that Soulblighter did not have access to the Total Codex. If he did, it would have led him right to the man."
So he had some source that we don't know about that led him to Strand, so A is the more likely answer in my opinion
