The trick, you see, is to simply kill three Trow (I believe four on Legendary) at any time during the game to win (to my knowlege; I haven't had time to test this to make sure or properly remember). Once that happens, Dec will cheer and any of those units not attacking with cheer as well as their puny, celebrating bodies are smashed to bits by the Trow, and the Trow will not cheer with their body-builder, fists-on-hips celebration. It's not possible to defeat every single trow in the way I demonstrated, especially not on Legendary.
