Couple of conflicting issues here. Yes, Soulless and Archers have the same maximum range. However, Soulless spears move slower than Archer arrows so that, if they're firing uphill or on level ground, they can't travel as far.
So Soulless are willing to attack from as far away as Archers--but unless they have a major height advantage, they can't actually do it because their spears don't travel far enough. A lot of the time they *do* have the necessary height advantage, though, because they can float up to hilltops and such.
As for why: they're floating undead monster thingies. Who knows how strong they're supposed to be?
