Kind of interesting, however, that you go against opponents who have the firepower to 'blast three whole formations off the face of Myth' (in theory).
So I see several reasons why you never see the big boys of the Nine come out and play:
1) Generally, you command a small contingent of troops, and you do it in secret. Perhaps wizards are pretty easily detected by the Fallen, and the FL's try to concentrate all their forces to destroying the Nine. The truly important missions are supposed to go undetected.
2) The Fallen Lords are much too powerful for the Nine. By spreading themselves (the Nine) out, the Fallen Lords are forced to fight at many fronts at once. Perhaps if all the Nine got together against even a few of the FL's, then they'd get their asses blasted halfway across the cloudspine.
3) They're too busy at larger, more strategically important battles. This focuses the energy of the Fallen Lords at these big battles, letting the small groups maneuver around and get to the fallen lord.
Anyway, those are a few ideas why the big boys don't play a lot.
