The manual says that Soulless were "one of Soulblighter's most successfull experiments". We took this to mean that he invented them. MJ's excuse is that Soulblighter "reinvented" them, and that the Soulless of TFL and M2 are new creations inspired by (read: ripped off from) the Hollow Men of Moagim's reign.
