Carrying a shield and spear isn't unusual, Greek Hoplites did it during Alexander the Great's crusade through Asia Minor (who's been paying attention in History?). They look too long to be combat spears, and bear more resemblance to javelins. The shield, by the way, is almost small enough to be a buckler, which was strapped to the forearm so both hands were free. Theoretically, that Zerk (I'd assume it is a Zerk mostly because of the stereotyped clothing and red beard), could hurl javelins/spears until melee, where he could shishka-bob some unfortunate Ghol.
