Considering how respected Henry Ford is for his achievements at producing cars cheaply, quickly and economically, it could well be that Culweh was simply the originator of a NEW, EASY TO SUMMON UNDEAD, WHICH IMPROVE OVER TIME!! ie. Ghasts.
Although admittedly, Archer's theory has more weight when you consider how absolutely PATHETIC ghasts are. Possibly, up until Culweh, no necromancer worth his scythe would even have consided raising ghasts, knowing that Thrall were easily worth the extra investment of time and effort to raise them.
