I believe, based upon this information, that it's possible to have Ghasts evolve into Wights. In "Sons of Myrgard", for instance, we see Wights being farmed. They could likely have been Ghasts at first, but walking around in those rings for a while, baking in the sun, they turned into wights. The only problem is that it would take a lot of time to make a Wight via Ghast, but that's something that follows in the next part of this.
Shiver/Culweh/The-Voiceless-One/Ravanna (during her Culweh stage) was probably the first to cultivate a Ghast long enough for it to become a Wight (she probably investigated a hunch by accelerating a Ghast's natural evolution by exposing it to more of the natural elements, such as sun, heat, weather, making it age and decay into a Wight faster).
Then again, GURPS is probably just wrong, as always :-).
