We only have three options:
1. The One To Logically Keep The Game Making Sense
The picture is from after Alric is crowned, which is somewhat pointless to have since it occurs after the level, but oh well.
2. The Freek One
There is some freek-fanatic Warrior who wanted the Empire to be back so badly, and wanted to cheer so much at Alric's speech, that he found an old Heron Guard uniform and put it on to "be a good sportsfan at the game".
3. The Realistic One
Bungie just screwed up, like they always screw up, on a simple and minor thing, did or did not catch it, and broke and crumbled under our intensely harsh and brutal scrutiny…again :-).
