The Summoner isn't ressurecting them from the past, he's taking their dead skulls and ressurecting them from those. Haven't you watched him in "The Summoner"? He walks around picking up skulls, and then beams a Krid into existance. So he's got to have intact skulls, which does slow down the process. He was just near a skull platform at the time we found him, so he had plenty skulls readily available.
