I also think the Head was one of Connacht's advisors/lieutenants/avatara, because he said so and it wasn't disproven, so there's no reason to put it in there unless it's true.
And the Watcher had a definite connection to Connacht; he imprisoned him under the Cloudspine, which is why he doesn't have his left arm anymore. But Shiver... we don't know anything about her past, unless she's Bonesplitter, in which case she was likely made immortal by Balor.
