Maybe, maybe not. It could have well been one of connacht's advisors. I guess there may have been a bad breaking when Connacht came back as Balor and supposedly separated the head from its body.
I'm guessing the head was one of Connacht's advisors at one time, because it did know the some weaknesses of both the Watcher and Shiver. I'm sure Shiver had something to do with Connacht, but not so sure about the Watcher.

: evil, here is my add-on to this theory: Connacht
: separated the head from the Faceless man while he was
: fighting the Myrkridia. When he saw that the faceless
: man (who at that time wasn't faceless) wasn't dead, he
: took the head and buried it somewhere, and imprisoned
: the body somewhere else. In this new age when Balor
: came, he found the body, and set a kind of trap for
: Light. He let them know of the location of the head.
: The light fell for it and took the head, and started
: to trust it. When the trust got to be complete, the
: Head betrayed them, and later was rewarded by Balor.
: The head disappeared from what we know of it, and was
: actually given back to the Faceless man.

I dunno... Balor doesnt gain much by having two of his most active Fallen Lords die because of the head. Because of the head's advice, Shiver and the Watcher fell, along with many unguided undead afterwards. All that does is make things harder for Balor to finish off the legion.
Yet the civil war that was created because of the head, indeed helped the Fallen Lords in the war against the legion. But you cannot fully tell who's intentions it was to create a civil war amongst the nine. the head may have been acting on its own after all.
