You never see a Trow in anyone's army except Balor's, Soulblighter's and The Deceiver's. These are all people the Trow have personal connections to; Myrdred's an old "friend" and they owe Balor and Soulblighter their lives. I don't think there's any reason to believe they're particularly hostile toward the Watcher; they just don't care about him much.

I think Mazzarin's fear had more to do with the fact that he was exhausted from killing several thousand Thrall, and now a thousand more were coming along with The Watcher. The situation immediately in front of him was quite scary enough without The Watcher being some aeons-old horror. :-)

He's unusually big, but not inhumanly so. And if the other Elder Races we've seen are any indication, the Callieach were very very inhuman in size and form and mentality. The Watcher just looks and acts like a big angry guy to me. :-)
As for the magic thing--remember, he's not the 3rd-most powerful sorcerer ever. He's the 2nd/3rd-most powerful in living memory--which means in the last few centuries before TFL, unless the Jmen are talking more than usual--and he was the 2nd/3rd-most powerful at the zenith of his career in the Wind Age.
So, aside from all the Levellers and Great Heroes (who were probably all more powerful than he, save for the ones like Alric who were fated to lose), there could have been any number of more powerful sorcerers than The Watcher during the early Wolf Age (though probably not) and any time prior to the Wind Age.
