First of all, you would believe GURPS over an actual in-game Bungie bona-fide quote?
Secondly, it is nearly universally accepted (with slight variation according to personal interpretation) that the reason for the disparity is that Shiver, who was beautiful, was killed in a Dream Duel by Rabican, and that Soulblighter used Tramist's Mirror to give her soul physcial form on earth. Her soul, being twisted and black, appears ugly and hideous in Myth II. But it's the same actual being.
