You gotta read a little more carefully. ;-)
What GURPS says is "One now thrives, having returned to service with the Light. Four have died at least once apiece, and for now all evidence suggests they remain dead. Two disappeared after Balor's defeat." Note that the "after Balor's defeat" only refers to the ones that disappeared, *not* the ones that died. Again, this is 7 *counting Balor.*
The first reference to the Fallen Lords' identity in this section is that "they consisted of Balor and servants that he empowered."
So The Deceiver returned to the Light; Shiver, Soulblighter, The Watcher and Balor himself died; and The Lurker and Ravanna (or the mystery 7th Lord) disappeared.

If Shiver and The Voiceless One are the same, then according to GURPS there are still 7 Lords *counting Balor*; there's one that has yet to be revealed. If Shiver and The Voiceless One are not the same, then no Lord is left to be revealed, and again there are 7 counting Balor.
