Don't blame GURPS. It says repeatedly that there's six Fallen Lords not counting Balor, or seven counting Balor. If Shiver and Ravanna are a single being, then according to GURPS there's one more Fallen Lord, so there'd still be six Lords after Balor.

This makes it clear that there being 6 Lords under Balor is a fact in itself, independently learned by the people of Myth; it's not just that they added up all the ones they knew about and arrived at 6.
