Technical debt comes for us all!
But I definitely think it's accurate that Halo 2, 3, and Reach were at the forefront of user content and experience. Halo 2 literally pioneered features that would make it into Xbox 360 live, and likewise Halo 3 and Reach's feature set got partially subsumed by easier recording and sharing features in the Xbox One.
Infinite really didn't do that at its launch, but that's fine in the sense that the game has now changed; it's a live service game so it has a more organic path to growing to cater to the players. That said, it's been disappointing that every 343 game has suffered at launch from the loss of features (even Halo 5 was a step back from some of 343's best additions, like freakin' Ricochet!) and it's going to be a long road to build on their solid foundation into something that shines as a social experience.
