I think it was simply expectations. Bungie's AI didn't suddenly get phenomenally worse with Noble Team and Reach, we just had higher expectations of Spartans.
With Halo 5 and the targeting system I can be incredibly effective with my fire team, but that requires active management (knowing which targets to paint that they will be able to bring down without exposing themselves to wilting fire, etc.) Playing that way it's possible to feel like you've got a team's worth of firepower, but it certainly doesn't avoid the feeling that you're babysitting your squad.
It's also a problem I don't think would have been anywhere near as bothersome if it weren't tied to the re spawn mechanic, and the Warden fights pre-patch being brutal on the AI trying to re spawn you.
