Though he claimed to have a 9 film plan when Star Wars came out so, I suppose, Dad Vader could have been planned.

But I think it's the prequels that are responsible for the Jedi "uniform". Didn't Luke wear black in the Return of the Jedi? And it was fitted trousers and a tunic. It wasn't desert wear.
