The Created aren't going anywhere, but they've been fairly explicit that the Banished are sticking around. Now that we've pretty much killed off the Covenant and most factions interested in pretending they *were* the Covenant, we need a faction to take their role, and considering that Halo's combat sandbox has always been at its best when there are multiple factions duking it out that only sounds good to me.
