I think it might have just been a way to get ahead of it and sort of integrate it a bit, but obviously if it wasn't their idea they might not want to do much with it. I figure a lot of canon stuff is the equivalent of armor flavor text—it's mostly there to pick up later if you want, but otherwise it's just a "huh that's interesting" bit and move on.
The whole concept of a Covenant fringe is still interesting to me, in that it makes a certain sense and even with stuff like Broken Circle and Contact Harvest we know precious little about how the Covenant Empire was actually administrated. But from a gameplay standpoint the Yonhet don't add a lot, and we've got a lot of wild and alien stuff that can be easily envisioned in the game medium I'd rather see.
