I think you're reading it incorrectly. The article says that systems have to support multiple resolutions because of split-screen; if they switched to single-screen only, they could assume that the resolution is constant and not worry about whether things work in different modes. Dynamic res, if anything, has a similar constraint as split-screen (albeit stronger, since everything needs to be able to stably change on the fly).
