Well, she did say "can," not "will." If 343i doesn't engineer the game to where it's totally built around 60fps in the way they did with Halo 5, it's possible that Halo 6's campaign could do either 2160p30 or fixed 1080p60 (as opposed to dynamic resolution + 60fps like in Halo 5). They could possibly also just upscale a 1080p60 campaign to 4K instead of doing it natively. MP will still almost certainly be 1080p60 by default, and maybe the Scorpio's power could handle that in split-screen as well.
Also, not making the game absolutely dependent on a 60fps simulation would mean that split-screen could come back. The lack of split-screen in Halo 5 was due to the particular way the game was built around a locked 60fps. To quote Frankie: "Yes, it's a bummer but 60fps had to take precedence. It's not just aesthetics- the entire simulation is built on that framerate."

Well, the PS4 Pro and Scorpio aren't next-gen consoles, just mid-gen spec upgrades to existing platforms, something that's actually fairly common in the industry. It's consistently something that happens with handhelds, though for home consoles this sort of wholesale spec upgrade (as opposed to a new module/add-on/accessory-type upgrade like the N64's expansion pack) hasn't been done since the 16-bit era. In any case, the Pro and Scorpio exist purely to take advantage of 4K TV and VR.

Meh. In a lot of ways Halo 5 still looks more like a last-gen game, just running at 60fps and (usually) a higher resolution. And I'm still not a fan of 343i's art direction. Halo 5 may have some sophisticated under-the-hood stuff going on for Halo 5, but the end results don't really look like an eighth-gen game. I personally think Halo 2 Anniversary's campaign looks more like what I'd expect a current-gen Halo game to look like at minimum.
