I think the obvious caveat here is that "at native 4K" will probably mean "up to full 4096x2160", with the resolution dynamically switching. Looking at the power differential involved with the rumored Scorpio specs, I can believe that you could squeeze current-gen graphics at 4K@30fps, but 60? No way. These things aren't going to be packing a $800 graphics card.
Feel like we're in this weird domain where the current console gen really can't do 1080p60 without sacrifices but the PS4Pro and Scorpio won't really be able to jump to 4K60 either, so it'll be another "not quite" hardware revision.
With all that said, I'm happy with Halo 5's graphics, and as long as it degrades gracefully for the OG XB1 I think a similar approach would be fine. While it definitely has weak spots overall halo 5's presentation is beautiful and the move to 60fps has overall been a good decision.
