I don't get the sense (yet?) that the ultimate goal fo Halo is to 'achieve' the mantle. I even get the feeling the we may en route to "dis"-mantling it because the concept is faulty and/or implemented by, essentially, our enemies.
And all of this change coming about in a very short period of time, considering the hundreds of thousands of years' time scale for past events...

I feel it leaning in that direction.
