No. Look at the practical effect of the Librarian's tampering. Somehow, she can claim credit for the precise design of the UNSC's artificial intelligences, our power armor, and our augmentations. But how long did it take us to get here? A hundred thousand years? Just what were we doing for the ninety thousand years between the firing of the Halo array and our first civilizations? Can't have been anything too productive, because we didn't develop anything so basic as a written record.

Goes to all the trouble of telling us how to build power armor, and yet she didn't include the basics like "This is how you build a fire, this is how you cultivate a crop, this is how you write a language". For a master planner, she evidently doesn't know how to set her priorities.
