: Did Anders start her own Spartan program?

I think you're getting partially confused by the similarity of the HW marine backpacks with MJOLNIR, and that their helmets have similar lines from the back to MkIV/V. But there's still more than six characters I'd definitely classify as Spartans in the bottom right. But who knows. I assume it's supposed to be "look at all this huge battle stuff!" more than anything indicative of the campaign (which, to be fair, has never been a major element of the Halo covers.)
