Depends on what your workflow is for the videos. Generally HTML5 is just using MP4s in a HTML video tag so it's probably *easier* to make them. Chrome is starting to block Flash by default and mobile usually doesn't use them at all, so HTML is definitely a better bet. As you say, though, you can also just use the Youtube versions which will handle whichever device gets thrown at them.
