I actually think you could dodge the rockets and other tracking based weapons (Promethean weapons would be harder as it's not as much of a change of direction, more of a curve) but agree it's just fun and doesn't make sense that there is none for Humans at all.

And yes, the Grenade launcher should come back too. Plasma Caster is functionally quite different. Would be another way to stop that Falcon.
