The Spartan-IV program has refined the technology so that it can now be applied to adults, and to a much broader range of people (anybody? Don't think I've heard of anyone being "incompatible" with the augmentations yet). They also only use consenting adults, often taking exceptional soldiers from other branches of the UNSC.

As for when he became a Spartan, shortly after the war ended, as S-IV started recruitment.
