I always imagined him as much more grizzled; worry lines and leathery skin. I also didn't imagine him with any facial hair, but to argue against it because it's against regulations is somewhat moot; he's knowingly and willingly training child soldiers in a top secret program. Knowing that, I'm not so sure following regulations is his style, at least not in the traditional sense.
