Interesting fact, REQ Boosts can be used in Arena despite earlier statements that only cosmetic REQs can be used in Arena gametypes. This is ok with me though, as Boosts have no effect on Arena gameplay.

Also, "REQ points" are accessed in the "REQ store" in the "Spartan Hub". So pretty unrelated from XP as far as I can tell.
