Because it was designed to be overpowered? I'm wondering if we have different definitions on overpowered.

I'm guessing you're talking about the situation where the gun wasn't intended to be overpowered, the game releases, and the community/343 realizes they made a mistake and made the gun too powerful.

If that's true, the situation I'm talking about is where the developers decided it was okay at its current OP status during development, and they want players to realize that it's OP. Players have had their hands on it, but not many have apparently used it in a manner that makes it as much of a power weapon as a sniper or a rocket launcher.

Origins of all this: There's a lot of discussions in other parts of the Halo community about how the Plasma Caster doesn't seem like a power weapon. A lot of players who haven't fiddled with the weapon yet, or enough, think it should be taken out of maps as a power weapon because it appears weak/useless. This is where Josh came in and said, "You're wrong." He's said many times before players haven't figured how to properly use it yet. This has happened before with the "pro pipe."

I'd argue it even took players a while to realize that Halo Reach's Armor Lock ability was OP.
