I think you hit on something important.

If there were Elite Knights, that opens the door for Brute Knights and whatever you can make of composed Grunts and Jackals. At that point, the Prometheans are even more of a palette-swapped Covenant than they are now. It's for the best that 343i didn't go down that route.
