He's saying they didn't position them into place, they positioned line segments, each one having a number, and for whatever reason instead of pulling from the texture that had the line segments, it pulled from another one, and used the same numbers, and it's a coincidence it still looks similar to what it's supposed to look like.
I agree BTW, it's not a bad design. (It probably hurts to have people say they like your mistake better than some of your intentional art, but you can roll with it, right 343i?)
