Huh, what do you know. This implies the text in the game is available in Russian, English, French, Italian, German, and Spanish. That implies they're at least heavily considering making the game available to a much wider audience, because they already translated everything. That is, unless they didn't, and those options don't work or go to copies of some other language. Even if they did, a translation job like that is probably small enough to write off as acceptable losses if it's not used, for a company like Microsoft. Plus it doesn't say anything about the language of the announcements, or anything about announcements from what I can tell, but that might be handled by general sound stuff, or the game might not have audio announcements.
