I am sure it was simply reusing assets. :)

The part that annoys me is that they made this big deal about the UNSC having a fancy new emblem and then proceed to use it and the old one interchangeably in weird and inconsistent ways...

More examples of the same "wrong-era emblem" crate appears later in the level as well.
