No one said just being outside the map means someone's a cheater... but cheaters will be cheaters. I said (somewhat tongue in cheek) they'd probably need to find "white-hat" cheaters who will actually be willing to make an effort to find the holes so they can be closed. Why would cheaters want to shut down opportunities they can take advantage of to cheat? :P
* Going outside the map itself isn't cheating. * Taking advantage of that to gain an unfair advantage over competition is. * Not everyone who leaves the play area is a cheater. * I fully realize there is a debate to be had over whether using a 'feature' for your own advantage that is equally available to everyone who makes an effort to learn it is really "cheating" or not.
Just wanted to clear that up :P
