The Halo games, at least with Bungie, always had a hint of a self-contained story. Halo 2 started off essentially retelling the general exploits of the UNSC and the Covenant at Installation 04. Every game had a very basic and fresh moment to explain what the Halo rings were and what they could do.
With the Flood, such a powerful foe that's only introduced half-way through the game needs to have a frightening, new reveal no matter if you're new to Halo or not. Bungie always nailed that. Did they need the Marine voices? Nope. They could have simply had Marine weapons firing off in the distance making you think that you'd tag along with some Covenant baddies and actually right humans. Instead, you were walking into a hive of walking Flood biomass. Or perhaps you could have just walked into an eerie, dense, brown-ish tan fog that not even HCE had for the Flood. It would have set the mood and put you on your toes no matter what.
Either way Bungie could have gone would be more effective than simply throwing you into the fight without any hint of what may lie around the next corner.
